“Una Provincia per l’Europa” (A Province for Europe) is a project of the Province of Parma implemented thanks to the contribution of the Emilia Romagna Region, in the framework of the call 2022 of Regional Law 16/2008, which supports and promotes European citizenship.
The training course was curated by SERN and divided into workshops for Administrators (Mayors, Councillors and Municipal and Union Councillors) who had the opportunity to discuss strategic planning and how to integrate the funding opportunities offered by the different regional, national and European programmes in a long-term perspective and with an integrated multi-fund approach, and workshops for officials who dealt with the project cycle and the logical framework approach for the identification of project ideas.
The training conducted by the SERN network in the framework of the project “A Province for Europe” focused on a methodological approach to be used in the development of project proposals that coherently links requirements, objectives, results and activities. The ability to present “good” project proposals, i.e. consistent with aims and requirements, becomes an essential competence where financial support for projects is provided through the mechanism of the public call for proposals.
The aim of the training was to provide participants with operational tools for future project development, a basic set of conceptual elements, developing an understanding of what it means to build a solid, high-quality project through a step-by-step approach and teamwork.
In order to balance the need to introduce all participants to a common methodology and at the same time provide them with interactive learning, it was decided to focus the training activities on a simplified version of Project Cycle Management (PCM).
The training consisted of two workshops: the first targeting mayors and administrators and the second targeting officials.
The training was replicated in various locations in the Parma province, in order to involve the entire province. The workshops took place in Borgotaro, Langhirano, Fidenza and Parma.
From this experience, it was developed a publication that touches on the main topics addressed during the workshops and is a starting point for those who would like to approach PCM.
Our objective is to increase cooperation among the
members of the network, between Italy and Sweden
and, more in general, the North and South of
the European Union.
